In the European Political Co-operation (EPC) the For-
eign Ministers and the Foreign Services of the nine Mem-
ber States of the European Community combine their
efforts so that??? in the sphere of foreign policy as well???
Europe achieves a capacity for action to a degree demand-
ed by the present level of European unification. In its
present form the EPC came about as a result of the efforts
made at the two European summit conferences??? The Hague
(1969) and Paris (1972)??? on entry into the final phase of
the Common Market and before the enlargement of the
European Community??? to determine the political guide-
lines for European unification. At those conferences the
will for common action in the field of foreign policy be-
came quite apparent: ~Entry upon the final stage of the
Common Market not only means confirming the irre-
versible nature of the work accomplished by the Com-
munities??? but also means paving the way for a united
Europe capable of assuming its responsibilities in the world
of tomorrow and of making a contribution commensurate
with its traditions and its mission~ (1??? para. 3 *).
As instructed by the Hague conference (1??? para. 15)??? the
six Foreign Ministers drew up the Luxembourg Report of
20 July 1970 (2)??? in which the aims and methods of
pragmatic co-operation in the sphere of foreign policy are
