7??????K熤析与动态分析相结合、归纳与演绎相结合的方法，着重解决了问题银行救助的成本与收益分析和问题银行救助制度安排的运转机制，提出了救助问题银行既要考虑个体经济成本和收益，还要考虑社会成本和收益以及政治成本和收益，把成本最小化作为求助的基本原则，统筹兼顾，综合权衡，选择最优处置方式。本文在借鉴国际先进经验、分析中国银行业风险状况、总结我国问题银行求助实践的基础上，构建了一个由外部救助机制、内部救助机制和协调机制为一体的，经济手段和行政手段相结合的中国问题银行的救助机制。
